IRIS Europe. Hull database

In the project IRIS Europe the pilot infrastructure for hull data management was specified and developed, in line with the national requirements (register of large vessels) and with the Directive 2006/87/EC laying down technical requirements for inland waterway vessels. The pilot infrastructure consists of following:

  • National register of vessels (excluding the small crafts)
    National register of vessels stands for systems at the national Technical Certification Authority for creating, displaying and modifying hull data of inland waterway vessels (excluding small crafts). Technical Certification Authority (State Navigation Administration) is responsible for the certification of inland vessels in the country and consequently the main user of the Hull Data Management Infrastructure.
  • Register of minimum hull data sets used by the RIS provider for RIS purposes (including small crafts and crafts participating in RIS)
    This functionality enables entering the hull data by the national RIS Provider about vessels participating in RIS but no falling under the Technical Directive 20006/87/EC (interface for entering RIS related hull data for vessels with e.g. AIS transponders and unique European vessel numbers - ENI).
  • Interface to the RIS Data Gateway for (inter)national RIS Data Exchange
    The traffic information of vessels equipped with AIS transponders is available in the national control centre of the RIS provider. The system for electronic reporting of cargo and voyage data generates cargo and voyage data. The technical certification authorities in countries are the bodies in charge of issuing technical certificates of vessels, of which a subset is the so-called Minimum Set of Hull Data.
    The interface serves to exchange subsets of the traffic information, cargo and voyage data, hull data with RIS systems of other countries and with different logistical and governmental stakeholders. The exchange of RIS related data is part of the river information services provided to the inland navigation sector and other interested.


Role of KIOS:

KIOS Ltd. carried out requirements analysis, proposed system architecture and developed system and in the course of the IRIS Europe project put the system into pilot operation and tested the international data exchange with other countries. Furthermore, KIOS Ltd. took part in harmonisation activities in the field of hull data cross-border exchange.
