Notices to Skippers
Project duration: Austria June 2006 – March 2007, Slovakia 2007The Notices to Skippers (NtS) represent the important source of information for skippers. The member states of the European Union shall, in line with the RIS Directive 2005/44/EC, ensure provision of the notices to skippers according to the technical specification (Commission Regulation No. 416/2007) published in the Official Journal of the European Union.
The objective of the implementation of NtS is to ensure the provision of standardised messages, which contain information necessary for the safe navigation and this in electronic form and in harmonised way through the Europe.
The application meets the requirements of the RIS Directive by providing the standardised notices to
INTERNATIONAL STANDARDS
- Commission Regulation No. 416/2007 of 22 March 2007 concerning the technical specifications for Notices to Skippers as referred to in Article 5 of Directive 2005/44/EC
- Notices to Skippers International Standard, edition 1.2.1 of 13.9.2007 published by the Central Commission for the Navigation of the Rhine (CCNR)
TECHNICAL SPECIFICATION
- provides automatic translation of the most important content of notices in 12 languages, whereas can be extended up to 25 languages available in the Commission Regulation;
- provides a harmonised structure of data-sets to facilitate the integration of notices in voyage planning systems;
- provides a standard for water level information;
- provides a compatible data structure with Inland ECDIS to facilitate integration of Notices to Skippers in Inland ECDIS;
- facilitates data exchange between different countries;
- messages are provided in following formats:
- XML message (messages available in the standardised XML machine readable format),
- Full text (plain text generated from codes making use of specifically developed logic; plain text is available in Dutch, English, French and German,
- Code text (standardised code values translated translation into 12 languages).
FUNCTIONALITIES
Application developed by KIOS s.r.o. covers following features:
- User-friendly interface in twelve different languages
- (Bulgarian, Croatian, Czech, Dutch, English, French, German, Hungarian, Romanian, Russian, Serbian, Slovak)
- Management of (non-)standardised Notices to Skippers messages (create, edit, copy, delete) including:
- standardised fairway and traffic messages,
- standardised water level related messages,
- standardised ice messages,
- non-standardised message are customised messages defined by customer, which provides an advanced service for inland navigation.
- Publication of (non-)standardised Notices to Skippers
- Distribution / provision of (non-)standardised Notices to Skippers
- Paperless provision of Notices to Skippers (PDF format)
- Management of users
- Subscription for email distribution service
- Web service for the exchange of standardised Notices to Skippers
CUSTOMISATION
Customisation of the software solution is possible and covers mainly country specific requirements,including the additional data and reports, new language mutations, different graphical user interface,web services for international exchange of data or inclusion of additional standardised messages,such as weather related message (WERM) based on the upcoming amendment of the Commission Regulation and which is planned for autumn 2009.
