Notices to Skippers Application, Slovakia
Project duration: 2007Application developed by KIOS s.r.o. ensures the fulfilment of the obligation to provide the notices to skippers, in charge of which is the State Navigation Administration.
Project description:
Notices to Skippers represent the important source of information for skippers. The member states of the European Union shall, in line with the RIS Directive 2005/44/EC, ensure provision of the notices to skippers according to the Technical specification published in the Official Journal of the European Union.
Project objectives:
The goal of the project was development of the Notices to Skippers application, which provides standardised Notices to Skippers, including fairway and traffic related messages, water levels and ice messages, in compliance with requirements of the RIS Directive 2005/44/EC.
Application, developed in line with the Commission Regulation No. 416/2007 concerning the technical specifications for Notices to Skippers:
- provides automatic translation of the most important content of notices in 12 languages, whereas it can be extended up to 25 languages available in the Commission Regulation;
- provides a harmonised structure of data-sets and this in the machine readable format (XML) to facilitate the integration of notices in voyage-planning systems;
- uses a standard vocabulary set in combination with code lists;
- provides a standard for distribution of water level information;
- provides a compatible data structure with Inland ECDIS to facilitate integration of Notices to Skippers into electronic navigational charts;
- facilitates data exchange between different countries.
Role of KIOS:
KIOS Ltd. carried out requirements analysis, proposed system architecture, developed system and cooperated in putting the system into the test operation. Nowadays, KIOS s.r.o. carries out the maintenance works and updates of the application in line with the changes in legislation.
Furthermore, KIOS Ltd. takes part in harmonisation activities in the field of notices to skippers by providing the feedback from implementation to the Notices to Skippers Expert Group.
